This order extended the Special Dispensation Scheme:
26.09.2022 to 25.09.2024
The Government order allowed eligible Government servants to avail LTC to visit places in NER/A&N/J&K/Ladakh, subject to the prescribed conditions.
4. Earlier Original Order – 08 October 2020
The 11 October 2022 order refers to the earlier DoPT O.M. No. 31011/3/2018-Estt.A-IV dated 08.10.2020, concerning the relaxation for air travel to the specified regions.
This forms part of the background of the Special Dispensation Scheme.
5. Air Ticket Booking & Reimbursement Instructions – 29 August 2022

Air Travel to Andaman Under LTC
The Special Dispensation Scheme has provisions for both Government employees who are already entitled to air travel and those who are not normally entitled to travel by air.
For employees who are not otherwise entitled to travel by air, the scheme specifically provides for Economy Class air travel on sectors including:
Kolkata / Chennai / Visakhapatnam ↔ Port Blair
subject to the applicable Government conditions.
The 2022 DoPT order also provides for air travel from Headquarters in certain circumstances, with reimbursement subject to the applicable instructions.
